If I were you, I would take the source code of KPSimulator and change it to generate values as needed. The HelloWorld project demonstrates how to use this driver.
As I know, free Matrikon OPC Simulation Server also generates different values.

1.1. Create a separate database that stores your data.
1.2. Or create at least a configuration file that stores your data.
2. Create a custom user interface that you have demonstrated.If you would like to discuss it in details, please create a separate topic.
We can develop that you need by a contract.
