plugin install no activation in web

I have download ChartPro ，copy the SCADA fold to C:SCADA, and open localhost:10008, no ChartPro in the installed plugins. anywhere missed?

Download the configuration from the server – to get all the configuration files in the project.
Go to the WEB settings in the Administrator, Plugins – enable (connect) the plugin

Hi,
Copy the plugin configuration files from the installation ZIP to the project.
And as written above activate Chart Pro in the project using the Administrator app.
