Well this question will reveal much about my knowledge but..
The ScadaCommSvc.log shows: 2022-04-14 07:32:20 <DESKTOP-S6G85IE><SYSTEM><EXC> Error connecting to SCADA-Server: No connection could be made because the target machine actively refused it 127.0.0.1:10000
So windows is not allowing the server to start? embarrassed to ask but any suggestions to resolve this
Kind of fixed it by setting windows task to run the start server batch file at boot. It’s likely a fudge but it worked. Let me know how it should work if you know.

Such error usually happen when some other app also uses TCP port 10000.
To check, stop the Server service, and try to connect to port 10000 by any utility like Hercules, for example. If you can connect, it means that another app is listening the port.
