Probably, TCP port 10000 is already opened by another application. Use TCP View utility to check it. See this link.
If you’d like to get answers in Russian, ask on http://forum.rapidscada.ru/I can see that the equal response comes back twice from the device. If requested number of register differs (the last 2 bytes), it causes PDU length error. If it’s equal, Communicator can’t detect an error. You can get the meaning of bytes by http://modbus.rapidscada.net/

First of all, check the existence of data in the file h170331.dat using Server user interface as you did earlier.Can you check the installed Silverlight? Open this website using Internet Explorer. Does it work?

I think, the most simple way is changing user for ScadaServerService and ScadaCommService. Pay attention, that the user must be PC administrator.
