Would I be able to have the “command to request” function triggered by an output signal from my PLC?
Yes. You need Automatic Control Module. Trial is available.
May be you can split your PLC into several sets of tags. Each of the set is a separate device in Rapid SCADA database. In this case it is possible to send a command to request required subdevice.
Requesting for partial set of tags it is not implemented by the current version of Rapid SCADA Modbus driver. This is a specific function. We can estimate custom development, but programming may be expensive.
If you describe the whole system, it helps to find out possible solutions.
