I had executed the svc_install.bat from the command line as administrator above is the screenshot.

It shows “The transacted install has completed.
The installation failed, and the rollback has been performed.”
Is this expected?

I downloaded and run the SetCulture utility on the command line, here is the screenshot.

It shows “Please type a culture as an argument.”, may I know what is the parameter for the argument?
