I found an error in the log:
error loading web application settings: File/var/www/html/scada/config/websetting.xml

There was no /config/.

Also noticed that /opt/scada/ScadaWeb had infinite directories, that is:
/opt/scada/ScadaWeb/ScadaWeb/ScadaWeb on so on.
I removed the ScadaWeb directories (first used sudo umount -l as the directories were locked)
Then copied the files into the /opt/scada folder again and re-installed.
Now everything works…
